Deforestasi untuk Produksi Kelapa Sawit: Setelah Sumatera dan Kalimantan kini Papua?

Permintaan minyak sawit yang sangat tingi dengan berbagai manfaatnya untuk memasak, kosmetik, maupun biofuel. Pemanfaatan kelapa sawit sendiri dapat berlangsung selama 30 tahun dari pohon kelapa sawit, yang tentu memberikan manfaat bagi masyarakat.

Akan tetapi dalam produksi kelapa sawit banyak biaya yang dilakukan, dari hilangnya hutan primer di negara-negara tropis, binatang endemik, sampai hilangnya tempat tinggal para masyarakat adat. Indonesia sebagai salah satu pemasok terbesar kelapa sawit juga mengalami hal-hal tersebut.

Dalam laporan investigasi yang dirilis awal september lalu disusun oleh Mighty, SKP-KAM Merauke, Yayasan Pusaka, dan Federasi Eropa untuk Transportasi dan Lingkungan serta Federasi Korea untuk Gerakan Lingkungan menunjukan temuan kebakaran lahan dalam konsesi sawit, serta konflik yang muncul karena hak-hak warga terabaikan. Laporan investigasi yang berjudul Burning Paradise: Palm Oil in The Land of the Tree Kangaroo menyebutkan, bahwa sejak 2013 PT Korindo Group di Papua dan Maluku mulai agresif membabat hutan untuk kebun sawit.

Korindo menyebutkan bahwa hasil penelitian tersebut tidak benar, dikarenakan titik-titik api yang ada dalam foto diambil ketika Indonesia mengalami kekeringan di seluruh negeri. Sehingga terjadi kebakaran termasuk di wilayah konsesi Korindo. Korindo memiliki kebijakan “zero burning” dalam produksi kelapa sawit. Korindo juga menegaskan tanggung jawabnya kepada masyarakat dengan melaksanakan program CSR yang telah terverifikasi dari Dinas Perkebunan dan Kehutanan.

Perusahaan kerap berdalih telah memberikan tanggung jawab sosial (corporate social responsibility/CSR) kepada warga kala menjawab pelanggaran-pelanggaran hak-hak warga. CSR sebagai tanggung jawab sosisal dijadikan cara untuk menutupi pelanggaran HAM yang kerap kali terjadi. Konsep CSR sendiri seharusnya menjadi tanggung jawab sosial yang mengedepankan pengurangan kemiskinan dan keberlanjutan lingkungan bagi masyarakat terutama yang terkena dampak langsung dari kegiatan perusahaan.

Presiden Joko Widodo sendiri pada bulan April lalu telah memerintahkan untuk melakukan moratorium kelapa sawit, sehingga melalui laporan ini diharapkan pemerintah dapat menindaklanjuti apa yang terhadap hutan di Papua.

“Kami tak ingin apa yang terjadi di Kalimantan dan Sumatera juga terjadi di Papua” ungkap Bustar Maitar, Direktur Mighty Asia Tenggara.

The demand for palm oil surges worldwide, due to its  various benefits to in cooking, cosmetics and also biofuels. The utilization of palm oil can last for 30 years from the palm tree, which also should provide  benefits to the community.

However, the cost of palm oil production is also huge: from the loss of primary forests in tropical countries, to  the disappearance of indigenous people’s and native animals habitats. This is also happen in Indonesia, as one of the largest suppliers palm oil in the worldAn investigative report, released earlier this month by Mighty, SKP-KAM Merauke, Yayasan Pusaka, Europe Federation for Transportation and Environment and the Korean Federation for Environmental Movements, showed the impact of fires from  palm oil concessions, as well as the conflict that has raisen because the citizen-rights, have been largely ignored.

The investigative Report “Burning Paradise: Palm Oil in The Land of the Tree Kangaroo” mentioned that since 2013 PT Korindo Group in Papua and Maluku has been aggressively undertaking  deforestation for palm oil..In response to these investigations, Korindo stated that it was not true, claiming that the hotspot images in Mighty’s report were satellite images from the Aqua and Terra satellites taken after September 2015, when Indonesia suffered a long drought which caused wildfires across the country, including concession areas. Korindo denied the accusations and claimed to have “zero burning” policies in all palm plantations. Korindo also clearly stated their responsibility to the society in implementing CSR program has been verified from the Department of Forestry and Plantations.

In the cases like this, companies often argue that they have  contributed to the affected societies  (in CSR model). CSR as the ‘social responsibility’ often is being used to cover up the violence to human right activities. The concept of CSR should be applied as  social responsibility that promote the poverty reduction and environmental

Last April, President Joko Widodo, has been ordered a  moratorium fon palm oil production, that is why this investigate report wishes government to take the action for what was happening in Papua.

“We do not want, what happened in Kalimantan and Sumatera also happen in Papua” said Bustar Maitar, Director of Mighty Southeast Asia.
